Receiving money from my upwork account in Egypt

Hi,

I have problem. I want to send 241 dollars from my Upwork profile to Paypall acount, but I can not. I send this problem to Upwork, they told me the problem is in PayPall. Every time, I get this message: We attempted to process your recent payment request but unfortunately it failed. The reason for returned funds: Unable to apply funds. As a result, the funds have been returned to your Upwork account and we need you to update your payment method for future payments.

I have confirmed my account and linked a credit card to my account. what should do else to be able to receive money.
