Purchases using preferred Paypal Balance

I made two purchases using my preferred Paypal Balance along with the remaining balance on a credit card. Neither purchase used the paypal balance at all and used the Paypal Credit Card instead. Why did this happen?

I'm sorry to hear your recent purchases didn't complete as expected. Each time a purchase is made through PayPal, our Security System assesses it. If a higher-than-average risk is detected, it may limit the available payment methods. This includes your PayPal balance. To determine if this is what happened, I suggest reaching out to our Customer Support by clicking 'Contact' at the bottom of any PayPal page.
