What does it say next to the transaction in your paypal account?

Then was it a friends/family payment?
If so then if it says SENT it was successfully transferred to the email address you sent it to that is linked to valid and open paypal account.
How good a friend is this? Only scammers will tell you to send friends/family and then pretend that they have not received it knowing that there is nothing you can do about it. They also state they have been permanently banned to try and deter you from persisting.
I may be wrong depends if you sent it f/f or not?

Thank you for your reply! I'm sorry to hear that you sent a payment to someone who claims to be unable to receive it. There are a couple of possible scenarios:
The first possibility is that the person is genuinely unable to access their PayPal account. A limitation may have been placed due to potential fraud or the need for more information. Your friend would have to either resolve that limitation if possible, or wait 180 days to receive the funds if not.
The second possibility is what @kernowlass was getting at - if you don't know this person well, it's possible that they are a fraudster and trying to convince you that the payment didn't come through to attempt to further defraud you into sending more money to a different fraudulent account, or for some other fraudulent end like phishing for information. Screenshots are unreliable because they can be faked or re-used from others' accounts. It's not uncommon for a fraudster to offer a screenshot as proof, to try to lend an air of credibility to the situation.
To learn more about some common scams, please take a look at this article. It's a US-based Help Center article, but the scams shown there do happen worldwide. The list is by no means exhaustive - fraudsters are creative and find new ways to trick people every day - but it will give you some idea of things to watch out for.
