Payment Pending

I placed an order with QVC and PayPal has given me the run around on who is to blame. It is a unique situation where I used my paypal balance which was fine. But I changed the shipping so a 2nd transaction was made involving a 3rd party bank. My Issue seems to becoming from Qvc never processing either of the order tickets. I've spoken to both parties several times, neither seems to wish to communicate.

If both payments are pending then they should time out at 30 days.

Well at this point its like a few days off I only figured it was a possibility cuz I read up on the topic for 3 seconds before someone was telling me not wait more then 5 buissness..... all of my reps kept saying the other had to do so , 7-10 days

If the order status is "Pending," your order has been received by the seller, but your payment has not yet been processed.

 

For most purchases, the seller will complete the payment within a few days of receiving the order. For purchases of goods, many sellers will complete the payment when they are ready to ship your purchase. For some purchases, such as services, rentals, or hotel stays, the seller will complete the payment after your purchase is fully delivered.

 

The status of an order will continue to display as pending until it expires, is completed, or has been voided, which can take up to 30 days.
