Welcome to PayPal! I'm sorry to hear you've run into some issues making a payment with Google Pay. I'd first recommend making sure your phone number, email address is confirmed, and you have enough money in your PayPal balance to complete the payment. I had this problem. Contacted PayPal. They concluded it was being blocked by their security protocols. I was advised to not use it for a few days and it would reset. 1 week later, no change, still have the same problem. So if they give you that answer, ask for another.
