PayPal went negative, will my ins payment bounce

I scheduled an auto insurance payment, but by the time it came out, I didn't have the full amount so it's $20 negative as of this morning. My bank will certainly decline PayPal when they try, does that mean my payment will bounce? If it will bounce, how long do I have to try to add funds before it bounces?

You best bet is to add funds to your bank account ASAP.
