PayPal sent $37 to a card unable to receive money and won't refund mey money

So I tried to send $37 or so to my Cashapp account before I got the card in the mail. Tried it 4 times and each time it declined. I contacted Cash app and they said I can't do this, I can only do it when I get my card so I'm like ok I'll find another way. Forgot about it and the next day I check my PayPal and it's empty I check Cashapp and it's empty. PayPal shows the first 3 attempts it declined but the 4th time it did it(I know for a fact it told me declined and it should have as again that's not possible to do) so I contact Cashapp and they say they declined it and they showed where it showed it declined. I contact PayPal and they say it went through and to contact Cashapp. It's been almost a month and nothing no help. One payPal person said id get a refund within a week and nope that was a lie. I finally get something from PayPal in the form of the reference number but I go to Cashapp and they say "We do not use that type of information to find a charge". How the hell do I get my money back if BOTH companies are refusing to acknowledge where the money is?

Sorry to hear of the trouble with this transfer. 

 

It sounds like you transferred the money to a Cashapp card. If the transfer is reflecting as Completed on our end. If you received a Reference ID, which means you requested a trace is completed. A trace is done, to track where the money is. If you received a Reference ID, that means we tracked the money and confirmed it was completed to the account requested. You'll need to work with the card issuer to determine what happened to the money.

@PayPal_Tricia I just contacted Cashapp and they said This payment was declined because PAYPAL doesn’t support prepaid debit cards like the Cash Card. You’ll need to make this payment with a different payment method. Further help of this transaction please contact paypal for support due to Cash App does not accept transactions with this merchant. You need to activate your Cash Card once it arrives in the mail before you can make instant transfers to your Cash Card from merchants such as PayPal and virtual wallets including Apple Cash and Google Pay. This transaction failed because you had not yet activated a Cash Card at the time of the transfer. You can attempt this deposit again once you have activated a Cash Card.
