Pay pal REFUND fee

Hi there. I recently go refunded by a merchant but did not receive that PayPal fee I paid.. How do I get PayPal to refund me that fee?

I tried calling but machine cant help.. Too confusing

You can't. PayPay changed there policy to steal all transaction fees when a refund occurs. Solution: you should use Square instead. They don't steal transaction fees on refunds.
