Someone bought an item from me through an app which connected PP as payment option. They asked to cancel the order before i shipped it and asked for a refund via PP.
they paid 4.- PP fees for chosing to pay via PP, when i refunded the full amount, it automatically included the fees even tho i never received that obviously (the reason i haven't noticed is bc there were other fees included from the app which i got refunded later) so now that put me into a negative balance. (not to mention the packaging and label i wasted because the customer didn’t ask more questions before buying).
i asked the customer to send me back the 4.- included in the refund but she claims that amount was also deducted from her refund so it never entered the account. i don’t get why PP would charge us both on their fees. it makes no sense for me to pay their fees in a refund she started! now i’m in a negative balance. i don't know what to do since the buyer doesn't seem interested to send it back and i can't open a case in the resolution center on this refund.
note: i know PP fees aren't refunded - the problem is i paid for the buyers fees while sending them a refund, i shouldn't be the one losing money.

If you charged the buyer fees for using PayPal in the first place, those are also refunded if you refunded in full. When refunding, you can enter an amount you want to refund and could have withheld the 4 from the amount to refund. Just let it go and chalk it up as an error on your part and try not to make same mistake next time.
