Money sent but not received

Hello, I am a travel agent. Yesterday I opened a new business account on PayPal. I wanted to pay for accommodation in Italy. I used the button SEND MONEY. Used my credit card and send two transactions. The receiver told me both transactions were cancelled because he did not deliver any items/goods. He was even charged some money for it. My PayPell does not say anything. It looks like both transactions went thru. What can I do now? Or what did I do wrong?

Sounds as if he is new to using paypal and was subject to the new seller hold as per link.

That should be between him and paypal and nothing to do with you as long as the transaction shows as completed on your paypal account.

 

As he is not selling goods but services he could have marked the transaction as processed then you may have had the option on your account to mark the transaction as delivery/satisfied. If you confirmed this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the buyer sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days....but as I said that's between him and Paypal.
