Is PayPal worried the receipient is a scammer?

I tried to send a payment using an email address and the PayPal says to try again later. Are they worried the email is a scam?

Transaction type?

Type of account receiver has?

Invoice or money request?

Website or private sale?

How are you funding the payment?

ok if its not going through could be a few reasons.

 

As its a friends/family payment then it won't go through if the recipient has a business account (only personal accounts can receive that type of payment).

However it could also be paypal checking as its against paypal rules and can lead to account suspensions if you use the friends/family option to purchase items or sell items. There would also be 0 buyer protection as you would be sending a 'gift' of money to someone.

Also may not go through if the other party had any limitations on there account OR if there are currency conversion issues.
