Hi! I have been inactive for almost 10 years yet I can still open my account and still have money left. Does this mean that I can still transact with my paypal account?

Yes, but gradually start using it, don’t go buying/selling like crazy and high value, triggering security block. Your payments received from selling will be put on hold for up 21 days. But if you add tracking number or mark the transaction as processed or completed if selling services or digital goods, you may be able to get money released sooner.
