If I want to send a sum of money to a person residing in Lebanon via Pay Bal, can I send when it is received?

Paypal is not available or supported in Lebanon unfortunately and they can't use another countries paypal account as its against paypal rules and they won't be able to receive or withdraw funds.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
