I was paid using PayPal and there was a fee that I had to pay. Why doesn't the payer pay the fee?

Because it is the payment processing fee from using PayPal services for receiving payment. The merchant/seller always billed for it not the buyer. Not charging the buyer encourages purchases/use of PayPal or any other merchant account/payment gateway/payment processing services. This is how it is done in the payment processing industry anyway. Besides, it is the Merchants that are charged because they need the payment acceptance services and sign up for it. Not the Payor. If you don’t sign up for these services, no Payor will be able to pay you!

What you can do is build the expense into your pricing.
