I received birthday money from my Grandma, now it's on hold

I got some money for my birthday from my Grandma, and now it's on hold. Why and how can I solve this? It might be important to note that it's from Costa Rica to the Netherlands.

Sounds as if the person sending the funds either did not send the funds using the friends / family option OR they don't have that option available in their country so had to send it as a payment for goods/services.
