How to send money without paying fee?

What can I do to change the option when I send money to my daughter. I guess I made a mistake when I first time send her money and click “payment “, and now when I want to resend her money I don’t have an option to send family or friend.

1. Go to Send and Request.
2. Enter the recipient's name, PayPal username, email address, or mobile number and click Next.
3. Enter the amount, choose the currency, add an (optional) note and click Continue.
4. If available, choose your payment type by clicking Change under the amount field.
5. Choose how you want to pay and click Next.
6. Review the information and click Send Payment Now.

Note: Friends and family payment type will only be available for payments sent to Personal PayPal accounts. Business accounts won't be able to receive friends and family payments.
