Why am I getting an error message every time I try and transfer my balance or when I try and send money or even make a purchase even though I have enough in my PayPal balance to cover the charge?

I am sorry for trouble that you're facing while transferring fund and send money. It seems like you're running into our security system. This would temporarily prevent you from taking any further actions on your account. In such cases, I suggest you try again after sometime. Please be noted, if we try to attempt again and again eventually then the security algorithm may reset itself and the same situation may occur again. This will result in further delays. Therefore, I would request you wait for some hours and then try again.
