I'm having trouble making my payments on Playstore too. Before it worked but now always payment refused, to choose another payment method while I have money in my PayPal account. I do not know the reason for this refusal, I did not receive anything as a restriction. I'm a little confused that I can't use my account for my payments when that's the reason I opened it.

I'm sorry to hear about the trouble you've had recently while making a payment. Payments can often be blocked or declined if we detect any unusual or suspicious activity. We decline some payments to help protect you from any possible fraudulent activity. In this case, please try the payment again at a later time.
