Failed multiple payments online shopping with pending authorization

Hi, I have a multiple failed transactions while doing online shopping because the website that I shop in apparently does not receive Paypal accounts other than US based. However, I have 5 transactions listed in my Paypal accounts that say "temporary authorization", even though the payments have failed. Because of this, my credit card that links to my paypal account reached its limit (since it counts all 5 transactions). I have tried to reach Paypal staff from the message window and noone is available. I also cannot call them because im not based in US. Is there anyway to contact the Paypal people to fix my Paypal account (and remove the failed transactions)?/

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
