Cannot send payment to a new account using Goods and Services

Hello,

 

I am trying to send a payment by Goods & Services to a new account that was recently made by the seller because they have never used PayPal before. I can send a payment by Friends & Family just fine but once I select Goods & Services, it gives me an error and says my payment cannot be completed. Can someone help? I need to pay for an item but I want the protection.

What country is the seller in?

Have they verified their paypal account and confirmed their email address to accept payments?

@kernowlass Thanks for the reply. The seller is based in Scotland and I’m in the UK. AFAIK, there shouldn’t be any problems regarding location of seller. They said they have contacted PayPal and they can confirm that their account is verified and confirmed. Could it be because they’re a new account hence why I can’t send them a Goods & Services payment?

New account or not they should still be able to receive the funds even though they may show as on hold in their paypal account as a new seller.

Can i ask what funding source you are using?

Is it confirmed?

Back up funding sources?

Using a balance?

That's what I thought but obviously not, I told him there may be a hold on the funds until delivery is confirmed by me or when PayPal recognises the item has been delivered. He said it's fine. Ok cool. I try and send the money and comes up with an error ☹️

 

Can I ask what funding source you are using?

-It doesn't even ask me what funding source I want to use, after I press "Next" when selecting Goods & Services, the error comes up. It doesn't even get to the funding source section.

Is it confirmed?

All my cards are confirmed, yes.

Back up funding sources?

Explained above

Using a balance? 

I have more than enough funds for the purchase and I am not trying to use my balance, just my credit card.

ok, I'm stumped then, all I can suggest is that you contact customer services?

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
