Cannot pay or transfer money from PayPal balance, only by credit card

I have plenty of money in USD in my PayPal balance and I am fully verified on PayPal. However, I can make no payments from the PayPal balance. It always asked for a CC. I have set the payment default as the PayPal balance, and the currency default as USD. When I phoned support they said to delete the CC on record and try, but it doesn't work. I even tried transferring the money to a friends account, but again there is no option to use the PayPal balance. I can't spend the money, even as a verified business account! Support doesn't seem to be able to do anything. Anyone know how I can get to spend my money?

I am sorry to know that you're not able to send money using your balance. I understand that would be upsetting you! Every time you try to make a payment from your PayPal account it goes through a series of filters to determine how much potential risk may be involved. If the system deems any risk, the system may temporarily block the payment from going through or limit the payment options. In such situations, I recommend that you to try again at a later date by clearing your cache and cookies from your internet browser or try to use a different internet browser/device.
