Can't receive money via PayPal

I'm in Ukraine. My PayPal account can no longer be used to receive payments, only to send them. Why so? It worked fine a few months ago

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
You still can't do commercial transactions and receive goods/services payments.
