Can't pay or recieve payments

Hello,

I'm using Paypal for a long time now and never had any problems with it. Recently, when I try to withdraw money from different sites (Upwork) the withdrawal is denied. Or when I want to pay something or subscribe somewhere I just can't do it, my Paypal account is denied, and every support I contacted reffered me to Paypal support beacause it's not their fault, it's my Paypal account. I don't get any errors on Paypal or warnings or anything and also Paypal support is hilarious, I must call Ireland and spend $100 on a simple call. I hope someone here have some sort of answer. Thank you.

Hello, thank you for your reply. I am located in one of those countries, still I don't understand the procedure to continue to use my PayPal the way I used to do. I have done everything right and still can't do anything. Now it says that my bank is blocking my card, but that's not true. I went to my bank and everything is alright and my card isn't blocked or anything and they say I may use it on Paypal with no problems.
