Can I receive money on my paypal account via an invoice then pay for another invoice using that money and what will be the fees for that

I am happy to help you with your inquiry about invoices. When you send a invoice, you’re charged a small fee to receive the money. The fee is automatically deducted from the amount that you receive. To see the latest fees, click Fees at the bottom of any page.
