Automatic Currency Conversion despite Preference Setting to NOT convert. USD to Thai Baht

Setting is as follows to NOT convert payments to Thai Baht currency, and instead keep balance as originating currency. Yet despite this, payment on an invoice (denominated in USD) was automatically converted at PayPal's exorbitant currency conversion fees. What's going on?

I wonder if it’s because the payment is on hold.
Besides, that setting is for currencies you do not hold. You currently have a USD currency balance opened in your account.

@sharpiemarker I'm inclined to think it is not because funds are on hold. Amount received in the transaction has already deducted merchant fee AND currency conversion fee. Fee would have to be reversed to settle in USD - highly unlikely.
Correct on the other front - included it for context.
PayPal is absolute trash to be honest - Borderless Crypto Stablecoin payments need to replace this entire infrastructure. I get a new flavor of error literally every time I try to do something.
