how do I confirm payment recieved

purchased item on ebay 6/24/10, paid by paypal. recieved email from seller stating delay in shipment, said couldn't accept payment untill item shipped. How do I confirm payment recieved? My paypal Account shows monies sent and my bank account has been charged.

Seller has no reason to hold your package.  He has recieved payment.  The payment is probably on hold for him.  In other words the payment won't be released until you leave him positvie feed back after recieving the package.  This is not very fair to the seller but that's how Paypal works.

 

He may request that you leave him positive feedback so he can release funds but, DON'T DO IT.

 

He can also get the funds released by post his tracking number to his paypal account.  If he used online shipping this will be automatically done.  If he pays at the post office he will have to manually post it on Paypal.  

 

It's possible the seller is not aware of this, so you may want to let him know.

 

If he refuses to ship your package until funds are released, then you can file a Did Not Recieve Item dispute after 7 days of your payment.

You don't need to do anything beyond that.

 

I give the seller points for not taking your payment until the item is available, but there could be some miscommunication going on.

 

There IS a glitch in the system where the seller's paypal account doesn't show the payment for 3-4 days - it's possible that's happened.

 

But, as Auction Lover said, it could also be a delaying tactic.

 

I'd email the seller asking for confirmation of receipt of payment - put him on the spot.  Tell him that, if he can't confirm the receipt of your payment in 3 days, you'll have to file a dispute to get it returned to you.

 

That should put the kibosh on any hopes he may have of waiting out the 21-day hold if he has that in mind, since a dispute will indefinitely freeze those funds.
