Using balance toward ebay purchases

If I have a positive balance in my account, will that balance be automatically applied towards an bay purchase before Paypal draws from my designated bank account?

PayPal will use your Balance instead of your Preferred Payment Method, unless your Preferred Payment Method is PayPal Credit
