I've a verified linked credit card with my pay pal account AND with enough limit with my CC issuer ALONG with a verified billing address too, when I tried to send money to some merchandises I bought online I got this message:

"Sorry, your payment won't go through. To make it work, you'll need to add money to your account and pay with your PayPal balance"

I am still far under the Pay Pal monthly limits, so if this is the situation what is the use of credit card with PayPal?

It might just be a glitch - paypal's been having a lot of them recently.

But I've never heard of "paypal monthly limits" .  And there's nothing in the Help files on them - what are you talking about?

I am not sure but as I understand, due to not linking my bank account with paypal I have some limits up to $ 2000 for sending money & $ 500 for receiving money per month, these will be reset every month (from the date you created the PP account on). you can find these are under "view limits" hyperlink menu beside available "Pay Pal balance" in your account.
