Cross border fee confusion

It seems I'm not the only one confused by the user agreement explanation of fees cross borders, and I apologise for raising the issue again.

My particular situation is that I want to send money from my UK paypal account to a family menber's USA paypal account.

I can't work out the best way and what it costs us both.

Should I send in UK pounds or US dollars? Does that affect who pay what fees?

It'll cost nothing as long as you send as Friends and Family (which you should as they're family, not a business).

Fees only apply if you're paying for a product or service (and the business pays, not you).

 

The only thing likely to happen if it's a significantly large amount (excess of €10,000 or equivilent currency) is that the transaction will be put on hold pending manual review by PayPal, as mandated by anti-money-laundering regulations.

Thanks very much for your reply but I am really not sure if this is correct. I'm sure cross border fees and currency conversion fees do apply even for friends and family. This just goes to show how confusing the issue is. Anyone else have a view?
