Cross Border Fees Don't Add Up

I really hope to get a definitive answer to my question as I haven't been able to get one off PayPal CS!

 

Since September 2016, I have noticed when selling to overseas customers, the fees charged by PayPal just don't add up.

 

For example; when I sell an item to a US customer, the fee table suggests I should expect a 3.9% fee + £0.20, but I actually get charged 4.4% + £0.20

 

When I sell to a Japanese customer, the fee table suggests I should expect a 4.9% fee + £0.20, but I actually get charged 5.4% + £0.20

 

Where is the additional 0.5% coming from? I can't figure it out or find any mention of it in the User Agreement.

 

P.S. I always sell in my home currency, GBP.
