Can I wait 21 days and still be safe?

A seller on a website is selling a item that I really want. I sent them the money but they refunded saying it said they have a 21 day payment held so they do not want to send the item until payment was cleared. So they did refund me. But I wanted to know if I pay the seller again using the paying for goods and service option and I wait for 21 days for the sellers payment to be cleared. Will I still be covered by PayPal if after the 21 days they send me the item and it is not as described? Will I still be able to open a dispute or request payment back? Also I am buying the item not from ebay but gumtree. But accidently chose the post to ebay board option.

You have up to 180 days from the date the transaction is made to file a claim even if there is a 21 day hold. You will find all the details of our Buyer Protection Policy here.
