Why can't I receive payment in Guyana?

I'm from Guyana and would like to do a business on EBay but cannot receive payment with paypal or any of EBay authorized payment options. I prefer paypal but paypal won't allow to receive payment in Guyana paypal account. Why can't I? If I create a new paypal account and change the country to another where paypal allow payment would that allow me to receive payment in my account in Guyana?

You can only 'send' payments in your country and not receive them at this time.

If you open an account in another country then you won't be able to verify it and it would be limited and any funds you managed to get on it would be frozen permanently.
