We recently had our old paypal account restricted and PayPal told us to get a new account. The new account is fully opened and has no restrictions. The old one cannot receive payments at all and is only open to withdraw our old balances from there as they clear.
There is still one SUPER weird problem that no one understands: (trust me, I've been sent back and forth between eBay and PayPal for the last three hours to no avail)
The problem is buyers cannot pay on PayPal for eBay items we sell. That is regarding receiving payments to the new account: we opened.
The new account is receiving payments from everywhere: invoices, our website, etc. BUT when trying to make payment for eBay purchases buyers are getting this error message: "Error Code 70010 11068"
Now after three hours on phone calls with customer support for both eBay and PayPal, I can assure you that there is no super-simple solution for it, ie it is not like the eBay and PayPal accounts are not linked to each other or that the PayPal account is misspelled on eBay listings or something.
The furthest I got was a rep on PayPal saying they found out the problem is that the new account is linked to the old account and because the old account is limited the new one cannot receive funds.
It shouldn't have been a problem as the executive escalations team clearly stated that they are keeping the old account restricted until it dies out and it can only be used for withdrawals.
