Got Ripped Off by Seller, What Happens Now?

Hey, so I was recently ripped off by a seller, he deleted the ad on eBay and his account on eBay as soon as I contacted him about him scamming me. I'm worried because I'm wondering what happens to my money if he deletes his account, and isn't responding to my claim? Does PayPal automatically decide in my favour if he never responds to my claim? Also, are they able to access the ad that he deleted in order to verify that I was scammed as I say I was? I'm really worried that the seller is somehow going to get away with this, and I can't afford to just throw 80$ down the drain.

It sounds like you've already opened a dispute and escalated it to a claim (if you haven't, please do!). If it comes down to where the seller got away with the money, well, PayPal will still make sure you're refunded, even if it has to come out of our own pocket. That's what our Protection Program is for, after all!
In regards to the ad, we can see that, although it won't be necessary just to check on whether or not you've received the item. If you get it and it's not as described (and we have coverage for that too), we'll be certain to check the ad and compare it against what you received.

My problem is that the seller contacted me shortly after to inform me that I had actually bought wholesale information, and NOT the product that the title AND picture suggested he was selling, and the majority of the description. I was told that the information was already available for free online, and I had essentially paid close to 80$ to have a CD shipped to me with a PDF file that was already available online. The seller then said he would refund my shipping (which he did not) and not bother to ship the CD to me if I did not want it.
He was clearly breaking at least two or three rules of eBay, so I certainly hope this gets resolved quickly and easily!

Oh, I'm sure it will be. I know I don't enjoy seeing this happen to anyone, and I'm sure our fraud and dispute specialists won't either. Let us know how it all turns out, ok?

Thanks a lot Adrian, I really appreciate the peace of mind I got from your responses. I just got an e-mail a few moments ago from PayPal saying that they decided in my favour, and I was being refunded my money! Again, I really appreciate the superb customer service and quick action that you guys and girls provide. I will definitely continue to do business with PayPal and eBay now, knowing that I'm secure in my purchases when dealing with fraudulent sellers.
