I do understand your concern regarding your account being limited permanently. Account Limitations prevents you from completing certain actions with your account, such as withdrawing, sending, or receiving money. For the safety and security of the network, PayPal often review accounts for potential risks which may lead to a limitation being placed on the account. If there is a balance in the account, that will be held up to 180 days to minimize any potential risk of loss due to disputes or chargebacks that may be filed during that period.
