can i make a personal account on paypal? knowing that my business account has been suspended (Egypt)

my business account had been suspended (but thank god there was no money on it), so I want to get another account.  can I make an personal account while my business account is suspended ? ... 

and if yes, should the phone number be changed to the new account?

and if not, what do you advise me to get a paypal account ? (knowing that I tried to close the suspended account but I couldn't )

If your other paypal account was permanently limited then that limitation is a ban on you and not just that account. 

Paypal would be no longer offering you their services and any other account you open would be limited as well.

Do you advise me to do a new one with new phone number and new email?? Or what should i do ? I tried to close the old one but i couldn't

If you have a permanent ban on your other paypal account then stop using paypal.
