Cancelled e-Check refund

I bought something on refund and realised that the seller may be a scammer. I then started a refund immediately with plenty of proof. Eventually, I was refunded via e-check by the seller. This refund was then cancelled - on Paypal it shows the refund as cancelled but when I try to open a dispute it won't let me as it tells me I have been refunded. 

I am at loss for what to do - the main reason I use PayPal is because I thought their guarantee protects us from this stuff- transactions was on Depop site.

Appeal citing that your refund failed.

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
