Trying to dispute, only see Archive as an option under transactions.

Hey all, I was trying to buy an item from a seller through Facebook marketplace. They sent me their paypal details and I sent the payment as Goods and Services and have a transcript of our conversation. Since I sent the payment, the seller said "you locked up my PayPal account" and I explained they needed to complete what PayPal is asking of them. They have since stopped responding and I'd like to open a dispute for "did not receive item".
I followed the instructions in this page: https://www.paypal.com/us/cshelp/article/how-do-i-open-a-dispute-with-a-seller-help160
- Go to the Resolution Center and click Report a Problem.
- Select the payment and click Continue.
But I got stuck at step 2, when I click Report a Problem, it brings me to my list of payments, but there is no way to select the payment and click continue. It is only giving my the option to archive. See screenshot below.
