Showing how many cases were open or he/she opened before you send the money?

Why does not PayPal bring a system where it shows if the seller or buyer opened X amount of disputes and/or X amount of disputes were opened against them? Or at least rate them accordingly in their own rating system depending on this criteria?
I personally would not want to sell to someone who he/she has opened few cases. I don't want a headache. Some people are weird! I had this guy threatening me with a dispute because I did not want to do business with him anymore and he did open a dispute ALTHOUGH he told me everything was fine when he received my item. I won the case but what if I did not. It is a headache! Yes, maybe it was his first dispute (I doubt it) but at least let me see his rating so I can refund him immediately.
AND speaking of a refund, PayPal not refunding the fees is so wrong. At least give a full refund if it is done within say 3 hrs or maybe decide on the seller who has been a good customer for sometime. (This is a different subject, just wanted to mention).
