Sending money/ Refunds

When I want to transfer money from my PayPal, I don’t see the family & friends option, only goods & services option, please how do I change this? Also I want to file for a refund from a scammer from goodd & services, how do I do that too pls?

The friends/family option is not available in every country unfortunately.
