SWAPPA.COM and PayPal do not work together to detect, resolve and prevent fraud.

Attempted to purchase an iphone 11 via SWAPPA.COM. SWAPPA.COM contacted me immediately after the purchase to say the seller was a fraud and I should contact PayPal to open a dispute $531. PayPal initially closed in favor of the seller. I was able to show PayPal that the item wasn't delivered and that SWAPPA.COM corroborated my claim. Finally, PayPal said they closed the claim in my favor. I never received the refund to my credit card. Any ideas how to resolve this?
