After signing up on PayPal a customer realized they didn't need my service. But instead of contacting me they did a chargeback. I would have readily refunded their money but PayPal automatically responded to the charge back and disputed it! How do I stop PayPal from automatically disputing a chargeback? I explained in several emails to PayPal that I did not want to dispute the customer.

When a chargeback is first received, there is an option to accept liability where the response is requested. To learn more, please take a look at this Help Center article.
The chargeback fee is a portion of what the credit card processor charges PayPal when the chargeback is opened, regardless of the response given. The only time the fee is not charged to the seller is when the transaction is covered by Seller Protection. To avoid chargeback fees, issue refunds before a chargeback can be filed. There will inevitably be some chargebacks that happen due to buyers being unwilling to bring a complaint directly to you or PayPal before contacting their financial institution, but encouraging communication with your buyers can head off some of them.

A chargeback is not a paypal dispute.
If its a chargeback its done directly via the buyers credit card and the card issuer makes all decisions.
All paypal can do is pass on any information on your behalf.
Advice is voluntary.

Thanks for your response. I guess I didn't put my question properly. I know a chargeback is not a dispute. My issue is that I did NOT want Paypal to intervene and automatically respond to the chargeback. I was never given a chance to say the chargeback is OK I do NOT want to dispute it. I would have refunded the buyer's money if he had asked me directly. So my question is how do I tell Paypal NOT to fight/dispute a chargeback?

Thank you for your post! Thank you to @kernowlass for that distinction as well.
Once the chargeback has been disputed by PayPal, it is not possible to accept liability. However, you can contact customer service to ask them to note the chargeback that you would like to do so, so that if it comes back around for a second cycle, we will know not to dispute it further.
You can click Contact at the bottom of the PayPal website for contact options.

Good Morning Olivia,
OK I understand the process... but I still want to know if there is a way to STOP PayPal from AUTOMATICALLY disputing the chargeback. I will ALWAYS refund a customer and I accept ALL chargebacks - I do NOT want to dispute them and I do NOT need PayPal to dispute them and charge me $15!

Thank you for the excellent explanation! I understand now about the chargeback fee from PayPal. You are right about some customers not contacting me first and doing a chargeback. I will now include a simple blurb on my emails saying something like " please call me if you wish to cancel your USMA Membership!
