When Pay Pal restricts your account for supposedly fraudulent activity, does it affects purchasing from other vendors such as Alibaba, Temu, etc.  These vendors, despite not paying through Pay Pal, refused to accept my credit.  So in essence, does Pay Pal blacklist former members?

I'm sorry to hear your recent transactions were declined, even though you weren't making a payment through PayPal. If your PayPal account was limited and the limitation was not resolved, that can potentially affect guest checkout purchases as well. Guest checkout purchases are purchases that PayPal processes when you're not logged into your PayPal account. If you'd like to learn how to resolve a limitation on PayPal, I suggest checking out this Help Center article. However, if your account was permanently limited, the limitation most likely cannot be lifted as the decision is considered final. You can request a second opinion if you'd like by reaching out to Customer Support, though.

Thanks Meghan, much appreciated.  I had contact CS but the representative did not allow me to further plea my case at a higher level.  She simply said she would further my case but didn't do so.
