You have up to 180 days to open a paypal dispute for item received but not as described so not sure why 35 days was ''out of time''?
Which dispute did you open???
Did you escalate to a claim?
You need to provide information on exactly what happened with the timings if you would like advice.

I have no idea why. I was scared by a person in America and I’m trying to get that back and then the doors. But I’m getting totally confused with everything:-( to old for all this. Sadly. I do not have a credit card as I’m old school so thought I’d be protected but looks like I’m not covered by either. It’s over a months pension for both Not a lot to some but a massive amount to me

Hello @Julieju375,
Welcome and thank your for posting your concern.
We are sorry to hear about the issue with your order and we understand how frustrating this must be for you. PayPal offers purchase protection to help safeguard our buyers. I recommend you to check the article Does PayPal cover my purchase if there's a problem? to know you will be eligible for protection or not. I would also recommend you to check the
PAYPAL'S PURCHASE PROTECTION PROGRAM to know the eligibility.
You can file a dispute for the order purchased using PayPal. While filing dispute you can contact the merchant/seller directly and this is the quickest way to resolve the problem. However, if you are unable to reach a solution and having doubts regarding the order and seller activity, you have the option to escalate the matter to a claim. For further assistance, I recommend reviewing the relevant help centre article How do I escalate a PayPal dispute to a claim? for more detailed information.
Hope this information is helpful for your!
Warm Regards,
Shradha
