Pre ordered products got billed immediately but only one of the items are available

I pre-ordered products from a vendor and it got immediately billed but only one of the items were in stock. I only got charged for the one item but I don't want it if I can't buy the full set. The Vendor refuses to cancel the order so can I file for a refund instead? If it matters, the item I pre-ordered won't ship until the end of April.

Paypal covers you for non receipt of item(s) OR items received but not as described, anything else is between you and the merchant to resolve.
Advice is voluntary.

So instead of canceling the order I should just go through with it and then ask for a refund? The vendor refuses to cancel the item even though it is still in pre-order and pre-orders don't go into normal sales period until the end of the month.

Sadly paypal does not cover buyer remorse.
Any legal action through online consumer protection you have in your country may be another option but only if the vendor is in the same country as you?
OR if you funded your paypal payment via a credit card then contact your card issuer and see if they will chargeback for you/

It counts as buyers remorse when the seller canceled half of my order and proceeded to bill me for the other? The seller said they would email me if my order would get canceled but they didn't and proceeded to make me pay for the others.
