Permanent limit after passing proof of address

What happen to my Paypal account, I have never broken any rules or against TOS of PayPal and I just got Permanent Limit, Customer Support won't even help and kept saying they can't do anything, and won't tell me the reason. All I did in my account was pass a requirement such as proof of address, and identity. I used the PayPal when I was doing RemoTask and transfer money from the one old PayPal that I made when I was a kid, which I got allowed by the Twitter Support to transfer it and closed the old account, and they won't tell me the reason. If somehow I did something wrong I apologize I wasn't meant to do it, I'm willing to send all new documentation needed to them, or if they want me to rescan it ask as valid proof that I'm the owner.

Seems to be a common theme!! Is this a scam from Paypal to earn interest off all these frozen money that has to sit in there for 6 months I think so

If you broke paypal rules by opening an illegal minor account then that could be the reason they are not letting you have an account now?

They did let me and close the account that I made when I was a kid, now the current issue occurs after I send the proof of address, and I got suddenly permanently limit, right now I did file a BBB complain and email the executive office itself hoping it can be fixed.

I do understand that your PayPal account has been limited permanently. Requesting you to kindly reach out to our support team to remove the limitations. You can reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account.
