Money on limited account?

Hey, I’m from Germany and currently living in Australia for a year. Because of this, I created a second PayPal account specifically for Australia (I didn’t know you weren’t allowed to have two personal accounts at the same time). Since I don’t have a permanent address at the moment and I’m only staying in Airbnbs, my account is now limited because I can’t verify my address, as I simply don’t have one. Unfortunately, there’s already money in the account that I’d like to withdraw. Is there any way to access it? I currently can’t do anything with the account – neither send money nor close the account – and I haven’t found an email address of PayPal where I could get help with this problem.
