Negative Balance for a payment i didnt receive

Hi I have a complaint about my suddenly negative balance.
I did 2x "Friends and Family" transactions with a person named A (initials).
And it was $340 (so $140 per transaction).
Okay, the first transaction was successful and I received $170 of it and I haven't used it at all (still on my Paypal balance).
And for the second transaction it had a bit of a problem, this "A" sent me another $170 but it was pending. Okay I accepted that because it was a "Friends and Family" transaction. So I waited for it.
Well, my balance is still $170 right now ( i got from first transaction).
Suddenly today at January 9th Paypal withdraws the Balance and there is an "additional" fee because of the dispute so -$8.
Then for the second transaction that was still "PENDING" (not yet entered into my Paypal balance) it was also canceled and I had to pay the $170? wtf? I haven't even received the money yet and there was an "additional" fee because of the dispute of $8.
Which is now my balance is -$186 for no reason. Even though I haven't received the second payment from "A" which was $170 in my previous balance. But why did my balance become negative so much?
Please help, because I really need that money. If it's only -$16 negative, I understand.
But it's $186 just WTF? I haven't received the money from "A" yet because it's pending with Paypal.

I understand your concern about the negative balance in your account. It looks like the sender disputed these two charges with the PayPal, and refunds has been processed to the buyer. If a payment is in pending status, it means that the payment was sent as an eCheck and it may take 5-7 business days for the funds to clear from the sender's bank account to credit in your PayPal account. Your balance is in negative as there was insufficient balance to cover the refund of the second payment. Once the pending payment gets cleared, the amount will be added automatically towards the negative balance in your account.
PayPal charges a Dispute Fee to manage the dispute resolution process on transactions that were completed by a buyer with or without a PayPal account. This Dispute Fee applies to such transactions both when the buyer files a claim directly with PayPal and when they file through a chargeback with their card issuer or a reversal with their bank. Here, you have been charged with $16 USD for two disputes in your account which resulted in $186 USD of negative balance.
