Money has been sent to wrong email address lead to permanently limited my new account

Hello,
I sold concert tickets in 2019 on Viagogo. At this time, I used a Paypal account with my real information.
Viagogo pay the seller after the concert. I get money to my Paypal account for concerts in 2019.
But one concert in 2020 (sold in 2019) has been delayed to 2023 because of Covid 19.
By 2023, Viagogo change his rule : they now only pay on Paypal with same email address as Viagogo account. But I already sold the tickets before, the customers had the tickets.
So they sent the money on Paypal to my email address that don't have Paypal account. As I already have an account, and it is forbidden to have multiple Paypal account, I had to feel fake informations in it.
Now this second account is permanently limited for more than 180 days and I didn't get any email to restore it. How can I get my money back please ?

I completely understand your concern about your account being limited permanently. When a account is limited permanently, any balance in the account will be held for up to 180 days to minimize any potential risk of loss due to disputes or chargebacks that may be filed during that period. After 180 days, you’ll be notified of your ability to withdraw the balance. If your account has been limited for over 180 days and you haven’t received an email to withdraw your balance, that would mean the balance cannot be withdrawn at this time. If this changes, PayPal will send an update via email.

Thanks for your answer. Sadly it doesn't help me to get my money.
My account is permanently limited for more than 180 days now, without any email from Paypal.
If potential disputes or chargebacks are the reason why Paypal keep the money, how can I refund the one that send me money, to solve those two problems ?
