Insufficient address package returns

Buyer contacted me by email that package was lost. I sent package with Shipstation. Tracking number was provided. I checked transaction on USPS and it was returned for insufficient address. I explained to buyer the same and that they have access to the same information with the tracking number. I informed buyer that address was missing apartment at time of transaction, but has since updated. Buyer confirmed that sometimes apartment number does not show up and has to log in to verify. I asked buyer how they want to proceed. This is the second time this happens to me and also paid out of pocket to resend. Can PayPal confirm if buyer recently updated their address?
